Measuring Instruments, Prepackaged Goods and Measuring Cups

General Information Regarding the Non-Automatic Weighing Instruments Directive (2014/31/EU)

Scope of the Legislation:

The regulation covers all non-automatic weighing instruments.

Basic Security Requirements:

Weighing instruments used or intended to be used in the applications listed in subparagraph (a) of the first paragraph of Article 2 of the Regulation must meet the basic requirements specified in ANNEX-I. It must be subject to conformity assessment procedures specified in ANNEX-II and carry the information specified in ANNEX-III.

Where weighing instruments include or are connected to devices that are not used or intended to be used in the applications listed in point (a) of the first paragraph of Article 2, such devices shall not be subject to the specified essential requirements.

Conformity Mark Required by the Legislation:

Compliance of the weighing instruments intended to be used in the applications listed in subparagraph (a) of the first paragraph of Article 2 of the Regulation is shown by the presence of the CE mark and the additional metrology mark (M) on the weighing instrument.

They shall attach the marks foreseen in Article 2 of ANNEX-III to weighing instruments that are not intended to be used in the applications listed in subparagraph (a) of the first paragraph of Article 2 of the Regulation.

Conformity Assessment Procedure Required by the Legislation:

The conformity of weighing instruments with the essential requirements can be determined by one of the following conformity assessment procedures chosen by the manufacturer:

- Following Module B, Module D or Module F is applied. However, Module B is not mandatory for weighing instruments that do not contain electronic devices and do not use springs to balance the load in the load measurement. For weighing instruments that do not refer to Module B, Module D1 or Module F1 applies.

- Module G specified in Article 6 of ANNEX-II is applied.

General Information on the Measuring Instruments Directive (2014/32/EU)

Scope of the Legislation:

The scope of the regulation includes water meters, gas meters and volume conversion devices, active electrical energy meters, heat meters, measurement systems that continuously and dynamically measure the quantities of liquids other than water, automatic weighing devices, taximeters, material meters, dimensional measuring devices and exhaust gas analysis devices.

Basic Security Requirements:

A measuring instrument must meet the basic requirements in ANNEX-I and the annex specific to the relevant measuring instrument.

Conformity Mark Required by the Legislation:

Compliance of the measuring instrument with this Directive is indicated by the presence of the CE mark and the additional metrology mark (M) on the measuring instrument.

Conformity Assessment Procedure Required by the Legislation:

The conformity assessment of a measuring instrument with respect to the essential requirements is carried out by the manufacturer to choose one of the conformity assessment procedures specified in the instrument-specific annexes. In this framework, the modules that can be used for each measuring instrument are included in the annex related to the measuring instrument. Conformity assessment procedures are defined in ANNEX-II of the Regulation.

General Information Regarding the Regulation on Tachograph Devices Used in International Road Transport Vehicles

Scope of the Legislation:

This Regulation covers the technical regulations regarding tachograph devices used in vehicles for the purpose of carrying freight and passengers, which record drivers' driving times and vehicle movements.

Basic Security Requirements:

A type approval certificate is issued for tachograph devices within this scope only if they meet all the requirements defined in the annexes of the Regulation, and the issued type approval certificate guarantees that all requirements such as environmental conditions, functionality, reliability, etc. are met.

Conformity Mark Required by the Legislation:

An EC type-approval mark is used, which is defined in ANNEX-II of the Directive and includes the country code in which the type-approval was obtained (e37-xxxx for a product type-approved in Turkiye).

Conformity Assessment Procedure Required by the Legislation:

The tachograph device must receive an EC Type Approval Certificate from the type approval authority. For the EC Type Approval Certificate, a safety certificate, functionality certificate and interoperability certificate must be obtained.

General Information Regarding the Regulation on the Determination of Net Quantity of Prepackaged Goods Based on Weight and Volume (76/211/EC)

Scope of the Legislation:

The Regulation covers prepackaged products bearing predetermined values, expressed in units of weight or volume, and having a fixed-unit nominal filling quantity of not less than 5 g or 5 ml and not more than 10 kg or 10 litres.

Prepackaged products: Products that are packaged in an environment where the purchaser is not present, the amount of product inside has a predetermined value and are packaged in conditions where this value cannot be changed unless the package is opened or a concrete change is made to the package.

Basic Security Requirements:

The value of the net product quantity contained in the prepackaged product must comply with the nominal filling quantity stated on the packaging.

The value of the nominal filling quantity stated on the packaging must be followed by the name or mark of the appropriate unit of measurement, and the font sizes of nominal filling quantities expressed in kilograms or grams, litres, centilitres or millilitres must comply with Table 2 of ANNEX-I.

Prepackaged products containing liquid products are marked with their nominal volumes, and prepackaged products containing other products are marked with their nominal weights.

It is mandatory to place a registered trademark on the prepackaged product to identify the company, filling company, customer or importer.

Conformity Mark Required by the Legislation:

Prepackages that comply with the provisions of the Regulation may be marked with the “℮” mark specified in section 3.3 of ANNEX-I (however, it is not mandatory to use this mark).

Conformity Assessment Procedure Required by the Legislation:

Although the Regulation does not include a conformity assessment procedure within the framework of the new approach, it includes statistical conformity assessment processes defining metrological controls in its annex.

General Information on the Regulation on Measuring Bottles Used as Measuring Containers (75/107/EC)

Scope of the Legislation:

It covers containers (bottles) with a nominal volume of not less than 0.05 litres and not more than 5 litres, manufactured from glass or other materials of constant strength and shape that provide the same measuring technique guarantees as glass.

Basic Security Requirements:

Measuring containers (measuring bottles) must be closed or closable, developed for the storage, transportation or shipping of liquids, have measuring technique features and their shapes must be standard.

The maximum permissible differences between the actual capacity and the nominal capacity of the measuring cup (measuring bottle) must be in accordance with Table 1 of ANNEX-I, plus or minus.

The rules regarding metrological and other information that must be included on the measuring cup (measuring bottle) are specified in ANNEX-I, Article 8.

Conformity Mark Required by the Legislation:

Measuring containers that comply with the provisions of the Regulation must be marked with the inverted epsilon “3” mark specified in ANNEX-I, article 5, paragraph 3.

Conformity Assessment Procedure Required by the Legislation:

Although the Regulation does not include a conformity assessment procedure within the framework of the new approach, it includes statistical conformity assessment processes defining metrological controls in ANNEX-II.

General Information Regarding the Regulation on the Determination of Rules Regarding the Nominal Filling Quantity of Prepackaged Products (2007/45/EC)

Scope of the Legislation:

It covers products that are packaged in an environment where the purchaser is not present, the amount of product inside has a predetermined value and packaged under conditions where this value cannot be changed unless the package is opened or a concrete change is made to the package (prepackaged products).

Basic Security Requirements:

The products listed and defined in ANNEX Section 2 (wine, yellow wine, natural sparkling wine, liqueur wine, aromatized wine, distilled alcoholic beverages with GTIP numbers specified) must be placed on the market with nominal filling quantities in accordance with the value series specified in ANNEX Section 1.

Conformity Mark Required by the Legislation:

There is no conformity mark specified in the relevant legislation.

Conformity Assessment Procedure Required by the Legislation:

The conformity assessment procedure is not defined in the regulation.
